Structure is the answer, and you have been avoiding it because structure is boring. The Emperor is rules, boundaries, a schedule, a budget, someone in charge who is actually in charge. He is not a warm card and he is not trying to be. What he offers is the specific relief of a thing being decided and then held to.

Either too much control or none. Reversed, this is the rule enforced past the point it made sense, the person who mistakes being immovable for being strong. Or the opposite: a situation with no spine in it at all, where everything is negotiable and therefore nothing gets done.
